Does a video need to be captioned for in class use and online?

We have a very diverse group of colleagues and learners with a variety of learning styles and abilities. Equitable access to information is necessary to enable everyone to participate fully.
Due to this videos must be captioned if used in the classroom, on Blackboard or other course management systems, college/divisional webistes, and at college-wide events, etc.
